Permits, registration and rebates
Oklahoma City permit (verified Oct 2026)
Per the City of OKC Development Center:
- A building permit is required for above- and below-ground shelters.
- Needed: online application; engineered specs per FEMA 320 / ICC 500; engineer's flotation letter (in-ground and slope-top); floor plan (in-garage/in-house) or site plan (outdoor). Your contractor usually provides the engineering documents.
- Fees: $74 in-ground or slope-top; above-ground safe room starts at $75.
- After inspection you can register your shelter with the City online or via the Action Center at (405) 297-2535, so responders know where to look after a storm.
Suburbs
Edmond, Norman, Moore, Yukon, Mustang and Midwest City run their own permit offices. Check with your city's building department before installing (links on each city page).
SoonerSafe rebate: not open in 2026
The state's SoonerSafe Safe Room Rebate Program, run by Oklahoma Emergency Management (OEM), says "The 2026 Rebate Program is not open at this time" (Oklahoma OEM SoonerSafe page). OEM told The Oklahoman it has not received FEMA funding for 2026, while previously approved rebates are still being paid (The Oklahoman, Mar 6, 2026).
When funded, it pays up to $3,000 per home, capped at 75% of the cost of a new safe room, chosen by random selection, for single-family primary residences, and the shelter must be installed after selection. Already-installed shelters do not qualify (OEM FAQ). Eligible homeowners must register each year when registration opens.
